Veterans Benefits Fraud Ring

FRAUD ALERT.


Daniel S. Abrahamian exposes a veterans benefits fraud ring operating out of the Trenton, New Jersey and Southeastern Pennsylvania areas.


> What is fraud?


Fraud is defined as "deliberate deception practiced so as to secure unfair or unlawful gain"

According to the Tricare Overseas Program (TOP): 

"Fraud is intentional deception or misrepresentation that an individual knows to be false or does not believe to be true, when that individual knows that the deception could result in some unauthorized benefit to himself or herself or some other person. The most frequent kind of fraud arises from a false statement or misrepresentation in order to obtain some benefit or payment for which no entitlement would otherwise exist. These acts may be committed either for the person's own benefit or for the benefit of some other party. In order to prove that fraud has been committed against the Government, it is necessary to prove that fraudulent acts were performed knowingly, willfully, and intentionally. 


> What is government benefits fraud?


Government benefits fraud is a form of identity theft that occurs when offenders make false claims for money, products, or services to which they are not legally entitled. For example, identity thieves often try to obtain or create false government documents such as a driver's license, passport, birth certificate, or Social Security card in order to pretend to be someone else or acquire certain benefits on that person's behalf.


> How is it done?


Through social engineering, remote intrusion and a related activity referred to as "data mining", cybercriminals gain unauthorized access into people's computers, searching for unsuspecting victims who have either served or have had a family member serve in a branch of the armed forces. Oftentimes, these individuals are unaware of the government benefits they are rightfully entitled to. Their personal information is then used to claim fraudulent veterans benefits claims. In most scenarios, a victim will be found in New Jersey and their information utilized in a different state, in an effort to conceal and distance the offender from the unsuspecting individual. Criminals locate victims in New Jersey, and then create claims in their behalf, supplying physical addresses in Pennsylvania.

You must be registered in the Defense Enrollment Eligibility Reporting System (DEERS). 


DEERS

You must be registered in the Defense Enrollment Eligibility Reporting System (DEERS) to be eligible for TRICARE.

DEERS is a worldwide, computerized database of uniformed services members (sponsors), their family members, and others who are eligible for military benefits, including TRICARE. All sponsors are automatically registered in DEERS.  However, the sponsor must register eligible family members. Family members can update personal information such as addresses and phone numbers once they are registered in DEERS.

Note: Addresses must be a physical address; P.O. boxes cannot be used. Additionally, if both parents are service members, then either parent (must choose one) may be listed as the child(ren)'s sponsor in DEERS

milConnect Web Site
milConnect is a Web site provided by the Defense Manpower Data Center (DMDC) that allows sponsors, spouses, and their children (18 years and older) to access information regarding their personal information, health care eligibility, personnel records, and other information from a centralized location.

This Web site allows beneficiaries to perform self-service functions that previously required support. milConnect offers resources to find information on a variety of military-related topics from one reliable source, DEERS, and to view and update information that goes directly into DEERS.
